Bush Aide Says Next Administration Should Bypass Kremlin CHICAGO, Sep 21, 2000 -- (Agence France Presse) Washington should bypass the Kremlin when dealing with Russia and forge links with businesses, George W. Bush's foreign policy advisory said Wednesday. Condolezza Rice echoed the criticisms contained in a report unveiled by Republican lawmakers in Congress earlier Wednesday, and said the current administration had turned a blind eye to the failings of the Russian regime. The next team in the White House should hold Russian officials more accountable on arms transfers; "restructure" the strategic security relationship; and bypass the Kremlin by building links with the Russian people, Rice said. The administration had helped to "retard the Russian economy," by recognizing so-called reformers who were "stealing the country blind," she added. But "there is no reason to believe that Russia cannot make the transition to a modern, functioning economy," if it supports the rule of law, a sensible tax code and encourages investors. The next U.S. administration should encourage links with Russian businesses and promote student exchanges, bypassing the Russian bureaucracy except on matters of security. "You don't have to make a bet with the Kremlin and a bet with the central Russian government in order to play an active and positive role in Russia's future," she said. "There is no reason to believe that everything has to go through the Kremlin." But where U.S. officials had to deal with their Russian counterparts, they should get tough on the proliferation of weapons of mass destruction, even if that meant using sanctions. "I think if you find clear violations of (arms control) agreements, of course you have to consider sanctions. No one should be immune to that," said Rice, a senior fellow at Stanford University's Hoover Institution, a conservative political think tank. It was late at night (almost midnight). He spoke in English (not really good English, but fluent or should I say fast). I turned on the captions and was laughing while reading them. When Berezovskiy mentioned Chubays, for example, caption show "chinese president".;0))) As for the interview itself, I should say that he is very cinycal and ambitious person, but he honestly does not hide his strict materialistic or as he says "practical" interest in Russia. His speech also reminded me of the "perestroyka" times with its starvation for so-called "democracy", which indeed was anarchy. In my opinion he is afraid of Putin, although he showed some bravery, even readiness to go to jail(looked fake to me though), when possible jail-time was mentioned. I think that the fact that he was given this interview is showing that he is nervous about his future and trying to attract foreign attention to himself for "just in case", so it will be easier to play dissident, when the time is right. his time when he was mastering the "family" clan has gone. Putin clearly understand that people gave him credit to get rid of his, Tatiana Dyachenko (Elstin's daughter) and her husband shameless baccanalia in Kremlin last years (please, read Korzhakov's memoir, very interesting). While Putin was wise enough to give Boris Nikolaevich immunity, and promised somehow not to touch Dyachenko family, he did not promise a sh*t to this bastard. Putin did not dare to touch him before election, even used him for help (that was clever enough), but defenetely understood that "narod ne pojmyot" if he'd continued relationship with THIS Boris. Berezovski is a poitical cadaver, but he could not understand that deseperately trying to climb atop again. However, in Russia everythiung is possible, look at Ryzhkov, Rutskoj, Hasbulatov. RUSSO

I can probably find any titles that you want (there are at least 7 Russian-language bookstores here, and those are only the ones that I know about). The problem is how to get it/them to you, because as soon as one has to send stuff abroad, shipping gets so expensive that it isn't worthwhile. Of course, if you have friends who pass through NYC on their way to see you, then I could just deliver a package and life would be easy. M

that pass through New York. However thankyou very much for the offer. Are you sure these books are available in bookshops as I think they are school texts. I have only seen a cou[le, they were editions from, I think, nearly 30 or 40 years ago,though I could be wrong. I would have popped in to collect them next month myself as I will be passing through Newark to go to Florida for the holidays but I will only be there for three hours. Billy. |

Ipm fairly certain Kamkin has them, as that is where we bought ours (ages and ages ago, when I was a kid an the internet didn't exist and computers were big room sized boxes where technicians in white lab coats read mysterious information off of little cards). these days Kamkin has a web page and ships books all over (but don't know if they ship abroad, which may be prohibitively expensive). They are school texts, but I know you can buy them fairly easily in Russian bookstores, and we have several versions of them. Related link: Kamkins bookstore. |

Which do you recommend. As I stated the main one I borrowed was a copy of Radnoya Ryech (I think) from the communist period. I really enjoyed it, because I could more or less read the book and not a dictionary!. It was for klass 1 but I've probably said that before! Billy. |
